Ive tried all of that and Im still getting the same problem.
This is what I have on my SD card:

folders:
private
wad
00000001
apps

files:
boot.elf
IOS15-64-v257.wad
IOS15-64-v523.wad
IOS15-64-v3610.wad
DS-store

move the IOS15-64-v257.wad to the wad folder on your sd card
then run anytitle deleter db
choose IOS60 or 250 or something
and and delete IOS15.
then run wad manager 1.5 [find it if you dont already have it]
and install IOS15-64-v257.wad
from there move the IOS15-64-v257.wad file back to the root of your sd card and try TBR again.

ok... I "switched" wiis with a buddy of mine that has v4.1u... I have the homebrew channel now and in it has the following:
cios 222 installer v4
anytitledeleter
cios38_rev14-installer
cmios installer
dop-ios mod
trucha bug restorer
wad manager

Now before I screw anything up...whats the nest things i need to do?
All im really wanting to do is play back up games from dvd-r

Ive googled softmodding wii 4.1u and really havent found anything.
